Moves a draft or unpublished reward store to the published state. It takes no request body. Requires a producer access token for the application.
The store must have a reward item attached, and a store that is already published is rejected. The response is the updated store, in the same shape as Retrieve Reward Store.

- Needs a producer credential. The caller must be authenticated, must not be an app-user profile, and belong to an organization.
- The caller must also be a producer of this store's application. Otherwise the response is 403.
