Returns one category by ID. Reads are public, so no producer token is needed. A category in any state can be retrieved, but a deleted category, or one whose store was deleted, returns 404.

sequence is the category's position in its store. state is draft, published or unpublished, and publish_url and unpublish_url point to the actions that change it.
